Huangpu District Launches 117 Projects in $20.72bn Green Initiative

In a bold move signaling a significant shift in China’s construction landscape, Huangpu district in Guangzhou, Guangdong province, has kicked off an ambitious initiative with the launch of 117 projects. This surge in development, following the inking of 35 additional contracts, is set to inject a massive 147.1 billion yuan ($20.72 billion) into the local economy. The wave of new projects isn’t just about economic stimulus; it’s a strategic pivot towards high-quality, sustainable development, positioning Huangpu as a leading innovation and biomedical production base in southern China.

At the heart of this development blitz are 93 projects earmarked for strategic emerging industries and future industries, commanding a substantial 58.1 billion yuan in investment. These ventures span cutting-edge sectors such as new generation information technology, intelligent networking, new energy vehicles, and green petrochemicals. Also included are new materials, intelligent equipment, artificial intelligence, biomedicine, healthcare, and new energy storage solutions. Together, these projects represent nearly 80 percent of the total investment and are anticipated to contribute a staggering 84.6 billion yuan in industrial production in the years ahead.

Chen Jie, Guangzhou vice-mayor and Party secretary of Huangpu district, underscored the district’s commitment to fostering emerging and future industries. Speaking at the Huangpu District High-Quality Development Conference, Chen emphasized the district’s resolve to create modern industrial clusters. “The Huangpu district government will prioritize the development of emerging and future industries and spare no effort to create modern industrial clusters in the months to come,” he declared. Their goal? To accelerate the creation of a modern “manufacturing flagship” with an industrial production value surpassing one trillion yuan.

To achieve this, Chen outlined a pro-business approach, pledging to streamline approval procedures and enhance services for entrepreneurs and investors. “We will work together with entrepreneurs and establish the concept of ‘everything for the enterprises, everything for investors,'” he said, highlighting the district’s dedication to fostering a supportive business environment.

The district is also setting its sights on transforming traditional industries through AI integration and cultivating future industries to drive growth. Xian Yinsong, deputy Party chief and head of Huangpu district, emphasized the critical nature of the year 2025. “It is a pivotal year in the country’s 14th Five-Year-Plan and also a crucial year for Huangpu district to further upgrade its industrial structure and realize the extension and restoration of the superiority,” he stated.

Xian’s vision extends beyond economic growth to encompass social development. He promised that the district government would strive to bolster livelihood services, including employment, education, healthcare, and culture. This holistic approach aims to achieve high-quality development, transforming Huangpu into a modern international district.
