Officials have celebrated the infusion of state and local funding into the new Workforce Development & Trades Center at Howard Community College (HCC), with an ambitious completion target set for June 2026. This initiative is not just about constructing a building; it’s about laying the foundation for a more skilled, resilient, and sustainable workforce.
Howard County Executive Calvin Ball, during a recent news conference, emphasized the strategic importance of this investment. “We’re investing in building a stronger workforce for a stronger Howard County, a stronger Maryland, a stronger region,” Ball declared. “We will meet the magic in this moment before it becomes a memory.” Ball’s proposed capital budget for the upcoming fiscal year includes $5 million in county funding and $3.6 million from HCC, with the state matching this investment with $11.9 million. This collaborative effort underscores a collective commitment to fostering a skilled workforce capable of driving regional economic growth.
The new center is poised to offer a comprehensive range of training programs, including manufacturing, automotive technology, green and environmental technology, skilled trades, and cybersecurity. This diverse curriculum is designed to equip individuals with the skills needed to thrive in a rapidly evolving job market. As HCC President Daria Willis noted, the center will be accessible to anyone looking to build new skills or refresh old ones, ensuring that the community can become “productive citizens of society.”
The center’s curriculum is still in development, but the vision is clear: to provide students with hands-on experience using state-of-the-art equipment. Willis highlighted plans to include a makeshift house within the building, allowing students to practice their skills in a real-world setting. Automotive students, for instance, will have the opportunity to perform oil changes for customers, bridging the gap between classroom learning and practical application.
This initiative comes at a critical juncture for Howard County, which is home to approximately 300 cyber companies and aspires to become the “cyber capital of the world.” The Workforce Development & Trades Center will be instrumental in cultivating the talent needed to support this burgeoning industry. Ball emphasized the strategic importance of this investment, stating, “It is by design that we are creating a pipeline for the skills and jobs that are needed right here in Howard County, our region, our nation and our world.”
The journey to this point has been decades in the making. About 45 years ago, the first president of HCC recognized the need for a trade center. In October 2023, Willis launched a two-year capital campaign to address the workforce gap in trades and technical fields. Construction is anticipated to take about 18 months and is scheduled to be finished in April 2026, with the building ready for students as early as June 2026.
The funding for this center comes at a time of economic uncertainty, particularly for the county’s large population of federal workers who are grappling with cuts to the federal workforce. Ball has been proactive in supporting these workers, hosting career fairs, expanding resources for those facing food insecurity, and enhancing support for entrepreneurship. The Workforce Development & Trades Center is another step in ensuring that the county and region can thrive despite these challenges.
Ball acknowledged the need for more federal support for trades and the workforce, but with severe cuts being made by Elon Musk’s Department of Government Efficiency, the county is forging ahead with state and HCC partnerships. “Because of our fantastic state partners, because of the hard work of Dr. Willis, the board of trustees and their team, we are coming together with our community and various stakeholders to ensure that we move this vision forward for our community and for our future,” Ball said.
